R2-D2 needs a way off the ship, so he walks up to one of the available escape pods, pushes another button (with his incredibly lame "arm")... And off he goes. The human guard who watches the escape pod leave is able to say "hold your fire", because he knows there are no life forms aboard. Given that the droids in this film are often smarter than the humans, wouldn't you think the guard would blow up this pod just in case? If the guard was planning to blow it up if a life form had been escaping, why let the droids do whatever they want? This is the main problem with using human guards -- they tend to make stupid mistakes. Thus, in a highly advanced society, the guards will be robots, not humans.
